I’m sure that there are many "Order of the Stick" fans out there that are asking yourselves… What is Haley Starshine saying in strip # 247?
Well… I have the answer.
In the following, I have listed what Haley said in the strip… immediately followed by the translation. Unfortunately, Rich Burlew (aka the "Giant in the Playground") changed the cryptogram up on us for strip # 248. So I haven’t had the chance to translate it yet… but I’m working on it!

Don’t know if someone else has already done this, but this is my best guess at what’s being said – I’m fairly confident it’s mostly right! : )
#249 (the “pid’cq” is very likely to be “you’re”
due to the positioning of the apostrophe)

Haley reveals her secrets! I just had to figure this one out.
Panel 3: “Elan, I’m in love with you.”
Panel 5: “Elan, I’m in love with you. Completely in love. LOVE, LOVE, LOVE, LOVE!”
Panel 7: “My dad is being held ransom by an evil dictator. I’m not really in the Theives’ Guild anymore.” (The “t” seems to be a typo, should be a y for the second e in theives)
Panel 9: “I cheat at Solitaire. I have a tattoo you’ve never seen. I kissed a girl once. OK, OK, more than once!”
Panel 11: “Elan, it turns out I may not be exactly what you would call-”

My guess is that she was about to say “human,” but who knows.
I was theorizing that Haley might be a copper dragon, since they’re Chaotic Good, and “appreciate wit and don’t harm creatures that can relate a joke, humorous story, or riddle..” (hence the love affair with Elan) but apparently only silver, bronze, and gold dragons have the shapeshifting ability.
I’ll keep guessing, and reading. OOTS for teh win.

I know I’m coming to this discussion YEARS late, but I’d like to add my two cents with regards to the “typos” people are supposing. It is common in cryptography to substitute two different letters for the letter “e” since it is the most commonly used letter in the language. This just means that two less used letters, like v and w, are substituted with the same cypher letter. So, the typos on the letter e aren’t typos. They’re a technique for making codes harder to figure out based on letter frequency.
